What the rules actually require
Asbestos waste is handled as regulated waste from the moment it is removed. In practice that means wetted material, double-bagged in 6-mil polythene, taped to spec, labelled as asbestos-containing, and hauled to a facility permitted to receive it. A waste manifest travels with the load naming the hauler and the receiving site, and the signed copy comes back to whoever generated the waste.
The part that catches homeowners out is that the owner-occupier exemption people have heard about covers notification — not disposal. You can, in some circumstances, do work on your own single-family home without filing a notice. You cannot put the resulting waste in the household bin, and landfills will turn it away without the right paperwork.
What asbestos disposal costs, and what drives it

Material already removed and sitting in a garage?
It happens more than you would think: someone stripped a ceiling or lifted a floor, bagged it up, and then discovered they cannot get rid of it. We will take it, but a few things matter. Tell us honestly what it is and how it was bagged. If it is in builders' bags or contractor sacks rather than 6-mil labelled poly, it needs re-bagging before it can move, and that is safer done by someone in the right kit.
Do not move it around the property, do not open the bags to show us, and do not leave it where rain or traffic can break the bags open. A photo from a safe distance is enough for us to tell you what is involved.
Where it goes, and the paper you keep
The manifest is the whole point. It records what left, who took it, and which permitted facility received it, signed at the far end. That signed copy is what proves the material was dealt with properly — for your own file, for a lender, for a buyer, or for an inspector who asks two years later.
Manifest or it did not happen. Any disposal arrangement that does not end with a signed document is one you should ask harder questions about.
